yeah, it's pretty creative they have that kind of concept. in Japan, such is part of cosplay cafe culture, where among the earliest one was Maid Cafe where waitresses dressed as anime characters of maids (example: Chobits)

I found a list of gif animation software on the net a while ago:

there's quite a few there so i'm pretty sure you'll be able to find a good one and
hopefully there won't be any watermaks wen ya use them ('cause i'm guessing that's what that cup is).
I haven't tryed any of them myself though so i'm not sure what any of them are like.
Other than that i don't know much else ^^.
